A Pennsylvania man was placed under arrest on Wednesday after he came up with a sick way to control his 22-month-old son. According to Fox 43, 39-year-old Cecil Eugene Kutz was left with his three children after their mother, Tiffany George, was sent to the hospital for childbirth complications. Kutz was responsible for the care of a 22-month-old son, 1-year-old son, and 1-day-old baby girl — the mother had just given birth to their daughter that morning.
